Mr Terry Breese
Department of State Chair to Marine Corps War College 
Guest Speaker
Mr. Breese, a career member of the Senior Foreign Service with the rank of Minister-Counselor, joined the faculty of the Marine Corps War College in July 2010. From August 2007 to July 2010, he served as Deputy Chief of Mission at Embassy Ottawa, including nine months as Chargé d’Affaires in 2009 between ambassadors. This was his second tour in Ottawa. Before Ottawa, he served as Director of the Bureau of Intelligence and Research’s Office of East Asia and Pacific Analysis. Mr. Breese was Director of the Office of Canadian Affairs from 2003-2006 and Director of the Office of Australia, New Zealand and Pacific Island Affairs from 2000-2003.

Mr. Breese joined the Foreign Service in 1978. He served in Bujumbura, Burundi, as the Embassy’s Political/Economic officer and in Singapore as an Economic Officer before returning to Washington in 1983, where he was assigned as Country Officer for Laos and Cambodia 1983 to 1986. Following Bahasa Malaysia language training, Mr. Breese was assigned to the American Embassy in Kuala Lumpur as Deputy Counselor for Economic Affairs 1986-1989.

Mr. Breese returned to Washington where he handled European macroeconomic and financial issues, including development of Economic and Monetary Union. He served at the American Embassy in Ottawa 1991-94 as Senior Trade Policy Officer where he was responsible for implementation of the US-Canada Free Trade Agreement and was involved in the North American Free Trade Agreement (NAFTA) negotiations. In 1994, Mr. Breese was assigned to Brussels, Belgium, as Counselor for Economic Affairs and served concurrently as the US Commissioner to the Tripartite Commission for the Restitution of Monetary Gold, a body created after World War II to return gold looted by Germany from the central banks of occupied countries. From 1997 to 2000, Mr. Breese was Counselor for Economic Affairs in Manila, where he managed the US response to the Philippines during the Asian Economic Crisis and efforts to reform and liberalize the Philippine economy.

Mr. Breese received his bachelor’s degree (summa cum laude) in economics from Miami University in 1976 and his master’s degree in economics from Stanford University in 1978. Before joining the State Department, Mr. Breese worked for the Battelle Memorial Institute as an economist, working on the nuclear power industry and the economic impact of environmental regulation. Mr. Breese has received the Department of State’s Meritorious Honor Award five times and the Superior Honor Award twice.


Emily Zhang
Emily is a senior at Maggie Walker and began participating in Model UN in 8th grade at GSMUN X.  She has attended numerous conferences such as WMHSMUN and VAMUN and also served as co-chair of the Berlin Conference at last year’s GSMUN conference.  Apart from Model UN, Emily enjoys foreign languages and cultures, and last year, she participated in a foreign exchange with a school in Toulouse, France.  She also enjoys playing tennis, volleyball, and the cello in her free time.

Laura Merchant
Laura is a senior at Maggie Walker and has been a member of Model UN since her freshman year.  She is excited to enter the fast-paced world of crisis committees as the chair the US Cabinet, having chaired UNCTAD and vice-chaired the AdHoc Committee on Latin America at previous GSMUNs.  Outside of Model UN, Laura is a member of the Public Forum Debate and We the People teams.  When not debating the Constitution, Laura enjoys reading, baking scones, and drinking unhealthily large quantities of coffee.
